Why one of my RF P212S4 sound so bad?

I bought 2 brand new P212S4s on eBay that were NIB. Install it on a dual 1.25 ft3 box meeting RF specs for a perfectly sealed enclosure. One of the speakers works beautifuly in response awsome right out of the box. The other one, however, has little no-till repsonce high cost of power is pumped into it .. I have an RF 400.4 amp speakers so everyone is getting 200rms (also a perfect match). The It is wired identicaly and I have together and match the configurations on the amp without assistance. The cone in a bad speaker, it appears is grinding against the voice coil or somthing when it vibrates. If you were to push down to the cone, it gets stuck in the VC. I was wondering why one speaker works so good while the other is extremely bad. Is it crazy or should I just slowly break bad one at work and the kinks?
